Well I have tried on both of the link provided by you but both of them are not giving proper information me one link appears the 404 error and the other one is redirected to the main forum page. so please give me the idea for lvl creation.

That's not the main page, it's the custom levels section of the forum. That's where you post your levels.

Are you just looking for the level editor? Start the game and click on the gray "Stack Editor" button. Simple as that
